Each year, Members of the U.S. House of Representatives, committed to the greatness of our cultural heritage, join together to recognize the creative spirit of American high school students in a nationwide art competition. This contest, An Artistic Discovery, is implemented by the Members in the Congressional Districts and features painting, drawings, prints, photography and computer-generated art. Each Member brings a winning entry back to Washington, D.C. to be displayed in a corridor of the U.S. Capitol. The creative energies of Americans are virtually boundless. At a time when local arts groups are being forced to tighten their belts, An Artistic Discovery provides Members of Congress and their constituents with the opportunity to recognize this deep reservoir of talent. Launched in 1982, this nationwide event has produced thousands of local competitions, yielding more than 500,000 high school winners. U.S. Congressman Neil Abercrombie is the Honorary Chair of the competition for the First Congressional District in Hawai‘i.

Guidelines

• Limit one entry per student (must be a high school student).
• Limit of 7 entries per school art instructor.
• Artwork must be two-dimensional, no larger than 28 inches by 28 inches (matted but unframed) and no more than 4 inches in depth and within the following categories:

2-D
• Paintings: oil, acrylic, watercolors, etc.
• Drawings: pastels, colored pencil, pencil, charcoal, ink, markers
• Collages: must be two-dimensional
• Prints: lithographs, silkscreens, block prints
• Mixed media

Photography and Computer Generated Art
• Artwork must be matted.
• Artwork must not have received recognition/special awards in any other art competition.
• If artwork is abstract in design, please indicate on the back which side is up.
• Artwork which might smudge or flake must be sprayed with a fixative prior to submittal.
• Each entry must be an original in concept, design and execution and may not violate any U.S. Copyright Laws
• A high resolution (2592x1944) digital image of each entry should be emailed or provided on a CD (jpg format).

Each entry may not reproduce an image from another work in the same or any other medium; the work may not infringe upon the rights of any third party; artwork may not violate U.S. Copyright Laws.
 
NOTE: any entry which has been reproduced from an existing photo, painting, or any other work produced by another person is in violation of the Competition rules and will not be accepted.

• The final decision regarding suitability for exhibition in the U.S. Capitol shall rest within the discretion of a panel of qualified persons chaired by the Architect of the Capitol.

DEADLINE—The deadline for accepting artwork is FRIDAY, April 10, 2009 at 4:30 p.m.
